In addressing some of the constraints of developing Wawasan Open University's self-instructional course materials, WOU has embarked on assembling, integrating and adapting readily available OER material under a Creative Commons license for its new suite of courses, in addition to revising existing course materials. This chapter discusses WOU's institutional policy on the adoption of OER, its development of quality OER-based course materials, and the costs and benefits that OER presents to the university.
